If you are running the Windows 10 January Technical Preview, build 9926, and you've installed the major rollup patch KB 3035129, run over to Update & Recovery (Start > Settings > Update & Recovery) and on the left, choose Windows Update. If the button's available, click Check for Updates. If it isn't available, click Retry.
In either case, Windows tells you it's downloading a new version. Depending on when you try and whether you opted for the Fast or Slow ring of updating, you see that FBL_AWESOME1501 9931 Professional, or version 9932, 9933, or 9934 is coming down. Wait a minute or two and you come up with the warning:
There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help – (0x80246017).
It turns out, that error code won't help. But it will send you on a merry goose chase.
Microsoft spokesperson Gabe Aul came to the rescue with a few tweets, then a definitive report on the Windows 10 Insider Hub:
Windows Insiders who have installed KB3035129 may see reports in the Settings app under Update & Recovery that a new preview build is available. Attempts to download the new build result in Error 0x80246017.
KB3035129 included a code change which unintentionally had the side effect of changing targeting for builds, allowing builds that are exclusive to Microsoft employees to appear available. No new builds are available which are newer than 9926 at this point. We will issue another update shortly to correct the issue and ensure that Windows Insiders are able to successfully get the next build which is made available to you. We apologize for the confusion and thank you for your continued participation and feedback.
In the past few hours, Aul provided an update:
I know it's cruel. :-) We'll patch it in a bit but in the meantime it's harmless.
I expect we'll see a new a new build before long.
