John McKinley, Merrill Lynch

When John McKinley takes on a project, IT leaders
pay attention. And now that McKinley, CTO of the
venerable New York-based financial services giant
Merrill Lynch, is embracing Web services, IT
executives are hearing the message.
This year, McKinley spent just $30,000 on a project
exposing some legacy systems as Web services,
saving more than $700,000 in the process.
McKinley says there are 14 applications in production
inside the company right now that will use Web
services and another 18 to 20 Web services
applications in the planning stages. And at a recent
company boot camp for 200 top IT executives,
McKinley issued what amounted to an ultimatum.
"We said, 'If you have a project up for review that you need to defend, you
need to explain why you don't need to implement it as a Web service,' "
McKinley explains. "That's a sea change."
"It's a moment of truth for us," McKinley says, explaining the company's
commitment to Web services, even as new security models are being
developed to support complex services between companies and partners. "It's
one of the biggest bets we'll make in this decade."
