Here's how you can install the Intel Linux Graphics Installer in Ubuntu 13.04.
1. Open a terminal window.
2. Type in the following commands then hit Enter after each. Be sure that you choose the proper command, 64-bit or 32-bit. Both are labelled below, choose only one or the other.
64-Bit Installer: wget -c https://download.01.org/gfx/ubuntu/13.04/main/pool/13.04/i/intel-linux-graphics-installer/intel-linux-graphics-installer_1.0.1_amd64.deb
32-Bit Installer: wget -c https://download.01.org/gfx/ubuntu/13.04/main/pool/13.04/i/intel-linux-graphics-installer/intel-linux-graphics-installer_1.0.1_i386.deb
sudo dpkg -i intel-linux-graphics-installer_1.0.1_*.deb
sudo apt-get install -f
